Medically Indigent Eligibility Determination- HCSD Policy 2525-09
  • Must be a Louisiana Resident
  • Must validate number in Family Unit
  • Income must be at or below 200% of the Federal Poverty Level for the number in the Family Unit

Medically Indigent Eligibility Determination- HCSD Policy 2525-09
  • Medicare patients only applied to the unpaid deductible and coinsurance amount.
  • Medicaid patients only applied on those portions of the hospital bill for which the patient has financial responsibility.  Does NOT apply when non-compliant with Medicaid Program requirements.
  • Commercial Insurance or Commercial Health Benefit Plan coverage patients are NOT eligible due to health plan and legal requirements.

  • Medical Expense Qualification Rule:
    • Documented previously incurred eligible medical expenses for the 12 months preceding treatment, which are equal or above 20% of the income will qualify for medical care at no cost for the next 12 months.

  • EAD links the patients from all of the LSU Health Care Services Division (HCSD) into one directory.
    • When you search for a patient you search into this directory.
    • All 7 HCSD hospitals plus Huey P Long are in the directory.

  • Displayed in order of the most common matching criteria
  • Once a patient is selected, you are given a side by side comparison of what you entered and the selected patient’s information.
  • If agree with criteria, you select the patient to view the verification screen.

Register Outpatient
  • Option 24 Register Outpatient
  • Purpose
    • To register a patient for services like a clinic visit or pharmacy account. Outpatients can be registered with or without being assigned to a bed.  The case automatically has a visit created.
    • Registration date can be a past or current date.
    • If Patient is in their Medically Indigent eligibility period, the Quick Pathway is utilized.
    • Within the same pathway Cases are initially established as OT and upgraded to OA. Visit automatically created.
  • Case Status - OA (Outpatient Active)
  • Cases with Reg date in the future remain in OT Status

Referred for Ancillary
  • Option 26 Referred for Ancillary
  • Purpose
      • This pathway enables a clerk to register a patient visiting the facility for ancillary only services. The pathway creates an outpatient account but allows the clinic code of the clinic referring the patient for the services to be entered.
      • Patient Type = O
      • If Patient is in their Medically Indigent eligibility period, the Quick Pathway is utilized.
  • Case Status = OA (Outpatient Active)
  • Cases with Reg date in the future remain in OT Status

Recurring
  • Option 22 Recurring
  • Purpose
    • To register a patient that will have the same service for the same physician more than one time a month. (Example: Physical Therapy) This patient case has an outpatient visit automatically created for it.
    • Registration date can be past or current date.
    • If Patient is in their Medically Indigent eligibility period, the Quick Pathway is utilized.
    • Cases are initially established as OT and upgraded to OA within the same pathway.
  • Patient Type = D (Recurring)
  • Case Status = OA (Outpatient Active)

Register Temporary Patient
  • Option 25 Register Temporary Patient
  • Purpose
    • To register a patient when it is not  known if the patient is an inpatient or outpatient.  Services can be provided and once the patient's final status is known, it can be easily upgraded to one of multiple inpatient or outpatient statuses.  This patient case also has an outpatient visit automatically created for it.
      • Example - Observation Patients
  • Case Status = OT (Outpatient Temporary)

Verify Temporary Patient
  • Option 26 Verify Temporary Patient
  • Purpose
    • To upgrade a patient's registration status from Outpatient Temporary (OT) to Outpatient Active (OA).  Information that was held while the patient was in temporary status is transmitted to the Financial Management System (FMS) when the patient’s status is upgraded. Upgrading the patient's status verifies visit.
  • Case Status = OA (Outpatient Active)
    • If future date – must change date to current or past to verify & upgrade to OA.

  • Option 20 Emergency Room Flow
  • Purpose
    • Flow containing all allowable features for processing ER Patients

    • Utilizes Quick ER screen
    • Financial Screening must be completed before discharge
    • Patient Type = F
  • Admit ER Patient
    • Creates IA (Inpatient Active) Case
    • Generates transactions for FMS
    • Retains Patient number

  • Discharge Patient
    • Upgrades Case EA (Emergency Active) Status
    • Generates transactions for FMS
    • Releases patient from bed, if assigned
    • Requires complete registration and financial screening to discharged.

Admit Patient
  • Option 01- Admit Patient
  • Purpose
      • To admit a patient into the hospital.  The patient must occupy a bed and is therefore considered an in-house patient.
      • Babies born outside the facility utilize this pathway
  • Case Status = IA (Inpatient Active)

Pre-Admit Patient
  • Option 02 Pre-Admit Patient
  • Purpose
      • To pre-admit a patient who is expected to arrive at a future date or time.  Orders or other clinical information can be associated with the patient, but the patient is not assigned a bed at this time.
  • Case Status = IP (Inpatient Pre-Admit)

  • Option 03 Admit Pre-Admit
  • Purpose
    • To admit a patient who has already been entered as a pre-admit.  The patient must be assigned a bed, and is therefore considered to be an in-house patient.
  • Case Status = IA (Inpatient Active)
    • Retain PT # assigned as IP (Inpatient Pre-Admit)

Admit Newborn
  • Option 04 Admit Newborn
  • Purpose
    • To admit a newborn that was born in your facility. Use appropriate patient type for bed placement.
    • Once you query the mother and select this pathway, the system defaults the mother's information to the baby’s account according to payer requirements.
    • Each newborn is assigned a unique patient account and medical record number.

  • NOTE: Only three babies per mother are allowed in this pathway.  Admit any additional babies through the Admit Patient pathway.  The information will not default from the mother's record; you must provide all necessary information.
  • Case Status = IA (Inpatient Active)

Admit Temporary Patient
  • Option 05 Admit Temporary Patient
  • Purpose
    • To admit a patient who was registered as a temporary patient.  The patient must be assigned a bed, and is therefore considered to be an inpatient.  You must enter this pathway with an Emergency Temporary (ET) case or an Outpatient Temporary (OT) case.
  • Case Status = IA (Inpatient Active)
  • Retains PT # assigned to OT or ET case

Discharge Patient
  • Option 35 Discharge Patient
  • Purpose – To release the patient from the hospital.
  • Case Status =ID (Inpatient Discharge)
